Workflow - follow federal criteria and augment with additional criteria as a use case enhancement
     for each segment
         grab data and convert the data in to a discrete value of distress on:
             Roughness, rutting, Faulting, Percent Cracking
                 Enhance with TC, Joint Distress
                     magic here - basically turning those into a magic number and gets a level 1, 2, ,3
                     Each variable turn into a good fair or poor
                     Combine all GFP into a distress state vector using an index (normalization)
                         such as roughness is below 90 etc see recording
