2. SYSTEM Generating query response which includes Priority Formula data
3. Actor - KDOT PMS Operator Generates default for Blank Records
    3.1. For each subcategory (Interstate White, Interstate Black, other White, other Black)
        3.1.1. Average the data across the entire KHS Network
            3.1.1.1. IRI
            3.1.1.2. meanIRI
            3.1.1.3. EqFaulting
            3.1.1.4. EqJD
            3.1.1.5. EqTCR
            3.1.1.6. RutVal
            3.1.1.7. RemainingLife
        3.1.2. Sum the number of miles for each category
    3.2. Email data to Planning
    3.3. Data Cleanup interaction with Planning based upon PMID

    2.1. Priority Formula Data for each PMID (see notes for details-JWM)
