Use Case - T01-07 Closing out Previous Years FWD and SKID data link

	Steps
	1. Actor - KDOT PMS Operator Executes SKIDWebConsole Web Application
	1.1. Yearly Folder for new years raw data
	1.2. Clear existing logs
	1.3. Clear existing Blank data records (uncollected locations) from previous year
	1.4. Update the SKID year using Configure in application
	1.5. Verify GEOM is up to date (Query SELECT MAX(MIXYEAR) FROM PMIS.GEOM)
	1.6. Create new SKID Book
	2. SYSTEM Generates SKID Book using XYZ SKID Algorithm (see SQL Query details)
	2.1. Generates report for SKID data collection
	2.2. Generates report for FWD data collection
	3. SYSTEM generates Blank Records for the Current Year Collection
	3.1. FWDGEOM
	3.2. AVGSKID
